Legislative Committee To Address Property Insurance Crisis, City Advisory Bodies Reform – Pasadena Now


Pasadena’s Legislative Policy Committee will meet to tackle California’s property insurance market instability and consider new requirements for city advisory bodies, among other key issues affecting residents.

The Committee will convene Tuesday, December 3 at 4:30 p.m. in the Council Chamber at Pasadena City Hall, 100 North Garfield Avenue, Room S249, with an additional teleconference location in La Quinta.

Stemming from concerns following California’s 1988 Proposition 103, which established consumer protections for fair and affordable insurance rates, the Committee will consider Resolution No. 10097. The resolution requests that Governor Newsom recognize a growing crisis in the property insurance market and calls on the Insurance Commissioner and State Legislature to take immediate action.

In 2023, insurance carriers representing over 27 percent of California’s admitted insurance market announced they would stop issuing new homeowners and commercial property policies. Additional carriers controlling more than 36 percent of the market plan to limit new policy origination.

Under old business, the Committee will review proposed amendments to Municipal Code Chapter 2.45 requiring training for all advisory bodies created by City Council and establishing firm limits on commissioner terms.

The Committee will receive briefings from Chris Giglio on federal legislative matters and Kyra Emanuels Ross on state matters, along with updates on recent voter-approved ballot and charter amendment measures.

Committee members will also review annual reports from six city commissions, including the Accessibility and Disability Commission, Arts & Culture Commission, Commission on the Status of Women, Environmental Advisory Commission, Human Relations Commission, and Senior Commission.

Public comments are limited to 3 minutes, and speaker cards are required prior to commenting.
