Clarksville concerns loom two days after flood


A strong band of rain brought floods to Clarksville that neighbors say are the worst since 2010.

Water levels were above sedans parked in an apartment complex on Concord Road, and the lower level units had to be evacuated. Two days later, residents are still waiting to be let back in.

Carsha Thomas and her grandson had to escape through the high waters Saturday night.

Her niece sent FOX 17 News this video showing the conditions they had to trek through.

Thomas said “The Retreat at Concord” apartment complex management offered unit relocation or the option to break her lease. She chose the latter. Questions still remain due to renter insurance confusion.

“I was paying for insurance through my rent but it wasn’t for me, it was for the apartment, so I won’t get anything to recover anything that I’ve lost and I’ve lost everything,” Thomas tells FOX 17 News.

For those without renters insurance, or if your plan doesn’t cover floods, FOX 17 News reached out to apartment management and the Tennessee Emergency Management Agency.

Apartment management tells FOX 17 News they are trying to relocate residents within the complex and offering an option to break their lease.

TEMA tells FOX17 News’ Johnny Maffei they need to wait until water levels recede to fully assess the damage. At that point, Federal Emergency Management Agency assistance could be requested.

Kentucky, for example, already completed this step. FEMA grants could then become available for those who need help. Until then, the American Red Cross has already started assisting in recovery efforts.

It won’t be an easy wait for levels to recede as TEMA and others expect it to take a few days which include snow and colder temperatures in our Code Red Forecast.
