Limit number of learner permits drivers can apply for - insurance company


An insurance company is calling for a limit on the number of learner permits a driver can apply for. 

The suggestion comes after a new survey reveals that more than 67,000 people are on their third or more learner permit.

Insurance company ‘Peopl’ said some drivers are waiting as long as six months for their test. 

The company wants a limit on the number of permits motorists can get, to ensure learners actually take, rather than simply apply for the test. 

Spokesman Paul Walsh said the figures have implications both for road safety and the cost of insurance. 

“About 20% of those learner drivers, they’ve been carrying over their learner permits again and again,” he said. 

“With a whopping great almost 50,000 of those drivers on their fifth or more [learner] driver permit. 

“That’s a bit concerning because that, of course, has implications for not just the cost of insurance but the quality of driving on our roads today.”

Mr Walsh said a driving test should not be considered an optional experience for people driving on the roads. 

“We’d like to see the quality of driving on the roads improve -we’d all love to see that,” he said. 

“It’s important for people to sit the test. 

“This is an age thing – not a young age thing, a mature age thing. 

“The bulk of those people are on at least their fifth or more learner permit.” 

A learner permit is valid for only two years and they can only drive with someone who has had a driving licence for two years accompanying them. 

They also cannot use motorways or give a lift to someone for financial reward.
