Officials say the owner of a towing company is now facing charges following an investigation into a stolen vehicle.

On Oct. 30, 2025, the Oklahoma State Bureau of Investigation received a law enforcement report regarding a Dodge Ram TRX that might be possibly stolen.

Investigators say the truck, which is valued at $70,000, had its VIN number switched to a fraudulent VIN.

OSBI special agents investigated the vehicle and determined the truck was registered to Chickasaw Towing in Pauls Valley, which is owned by 40-year-old Dustin Horn.

Authorities say a registration search indicated that the truck was previously registered to Chickasaw Towing in 2025 under a false VIN.

In November, the OSBI identified the pickup’s true VIN and found that its registered owner was an insurance company in Houston.

Investigators learned that Horn had previously been requested to impound the vehicle when it was initially recovered as stolen. After learning the vehicle had a false VIN, Horn allegedly presented the false information to the Pauls Valley Tag Agency and the State of Oklahoma to register the vehicle to Horn’s business with the false VIN.
