The Verkhovna Rada of Ukraine has passed in the first reading draft law No. 13071, which provides for the abolition of mandatory visas for foreign volunteers and humanitarian workers for the duration of martial law.

Who will be able to enter without a visa?

According to the draft amendments to the Law “On the Legal Status of Foreigners and Stateless Persons,” the exemption from a long-term D visa will apply to:

– Foreigners and stateless persons (except for Russian citizens) working in representative offices of foreign humanitarian organizations;

– Foreign volunteers involved in international or regional programs and activities of organizations operating in Ukraine.

Conditions for legalizing stay

Persons who arrived in Ukraine after February 24, 2022, and apply for temporary residence within 60 days after the law comes into force will be considered to be legally residing in the country.

The authors of the bill emphasize that the current visa system significantly complicates the legalization of foreigners. A type D visa can only be obtained outside Ukraine, which leads to the forced departure of workers and the interruption of their activities.
