Former Bismarck mayoral candidate charged with Medicaid Fraud


BISMARCK, N.D. (KFYR) – U.S. Marshals arrested a former Bismarck mayoral candidate and owner of Bismarck Transportation Services for Medicaid Fraud charges on Tuesday.

In a report from the North Dakota Bureau of Criminal Investigation, Blue Cross Blue Shield of North Dakota received an anonymous report of possible fraud from a Medicaid recipient.

Investigators say the insurance company had contracted 55-year-old Isaac Afoakwa to transport patients to and from appointments through his company. Afoakwa is accused of billing the insurance company more than 50 times for trips that never happened, totaling more than $220,000.

Afoakwa’s bond was set at $5,000. He made his initial appearance in court on Wednesday.

The man unsuccessfully ran for mayor in Bismarck in 2018.
