MILWAUKEE — Parents want answers after two young women were hit by a car and seriously injured on Water Street in downtown Milwaukee last weekend.
Sunday marks one week since the crash happened in the popular entertainment district near Fiserv Forum.
Milwaukee police said a driver drove through wooden barricades, which are put up on weekend nights to keep pedestrians safe.
The driver was cited for not having insurance, valid registration, and failing to yield the right of way. She was able to drive home from the scene.
The victims’ families want to know why the driver wasn’t charged with a crime.
Meanwhile, the girls who were injured, best friends Chloe Handrich and Sam Zganjar, have a very long road to recovery ahead of them as their parents fight for justice.
“Our daughters most definitely deserve it, because they’ve suffered so much,” said Chloe’s mom, Karen Handrich.
She and Sam’s Dad, Joe Zganjar said their daughters were out celebrating when the unthinkable happened.
“Somebody was driving a car, wasn’t paying attention, drove through a police barricade and critically injured two girls,” said Zganjar.
As of today, the broken barricade is still piled at the corner of Water and State Streets.
Zganjar said his daughter suffered skull lacerations, several broken bones and road rash all over her body.
“There are five missing teeth, four of which were ground off from a curb. Another was jammed up into her nasal passage,” said Zganjar.
Chloe Handrich is still in intensive care due to her injuries.
“Chloe has a shattered pelvis, a shattered tibia, she had a collapsed lung, a lacerated liver, a concussion…”
“It’s unbearable, the amount of pain,” said Handrich. “I’ve never seen anybody in my life be in that kind of pain.”
Both families said they’re baffled as to why the driver was only cited for minor infractions.
According to the police report, the driver told officers, “she hit the brakes as soon as she noticed the barrier, but it was too late and she hit the victims.”
She also said that she went to check the victims’ pulses and breathing before returning to her vehicle to wait for emergency services.
She told police she had two drinks about seven hours earlier. The report said a breathalyzer was not done at the scene.
“She plowed into them. That is not an accident. That is 100% reckless driving,” said Handrich.
Alderman Bob Bauman, who represents the downtown district, said he’s outraged that something more hasn’t been done.
He brought it up during Thursday’s Public Safety and Health Committee meeting.
“For this degree of injury, for blowing through a barricade, striking two pedestrians, and causing horrendous injuries, there was a ticket issued for failure to yield right of way? I think felony charges would certainly be appropriate and let the DA figure this out,” said Bauman. “I think it’s pretty outrageous.”
Milwaukee Police said the crash is still under review. Bauman said police told him that it’s tragic two individuals were injured, but it appears it was an unfortunate accident that did not rise to the level of a crime.
Chloe and Sam’s families said they will not give up their fight.
“Just admit you were wrong and press the proper charges,” said Zganjar.
GoFundMe pages have been set up to help both families with medical expenses. People can donate to Chloe’s page here and Sam’s here.
There is also an online petition demanding the implementation of better safety measures on Water Street.
